Carlisle hit the bar, but the Gulls won as Kempson put through his own net under pressure from Ashley Barnes.
Torquay United manager Paul Buckle told BBC Radio Devon: "We're all very relieved, we've been waiting quite a while for win, but I thought our football club deserved that today.
"We had several chances again and we need to be more ruthless in front of goal as a group.
"Football's not always that easy and you're not given anything, so you've got to fight and we've done that."
